That long mail skirt would weight about 15-20 pounds by itself and still won't be of any protection because 1) there is no padding between it and the body, and 2) it is not being kept in place over body parts, it'll just hang between the limbs and protect nothing.
The whole "hanging mail between your legs" is a common trend in fantasy armor, but it makes no sense; mail hauberks should be the exact opposite, with mail covering your upper legs and a slit between the legs to allow movement. You don't need to protect the space between your limbs, your limbs are what needs protection.
