Not really, the digimon that have appmon counterpart needs to have spesific function rather than just breathing fire or firing missiles. 

For example hackmon having hacking power, can be both digimon and appmon. Even though the original hackmon (digimon) doesnt really use his skills for hacking, the  name still fits to make a new hackmon concept (appmon's hackmon)

Doesn't have to be all metal. he could just look the part. besides, there are incarnations of Megaman who were humans. like Volnutt from Legends and Geo from Starforce.

Woah, except, this thing i made is not even human. The metalic part is armor, not robotic part, and on his face it's metalic mask with no robotic part. The human body part has distorted proportion and color (later) too. And his head totally covered with human hair
