Donald Duck pointed at his feet and asked Witch Hazel "What is that stuff?" There was some words Clarence Nash had to avoid while doing Donald's voice, feet appears to be one of those words. Otherwise the line should have been What did you spray on my feet or something similar. June Forey had no problem saying feet many times in this short.
