Pixel dust would be the little white (or any other color for that matter) specs that surround a pic. Usually they're made because someone didn't quite color close enough to their line art so some white from the background shows through. They can be really annoying to deal with at times, especially if your ink lines are real thin.

Nice pose and dynamic elements coming from this. I like the swirly vortex in the background; it helps to make him look all the more sinister.
