I wonder that the female cartoon characters are always wearing clothes!! Except Sally Acorn from the Sonic SatAM series and the Sonic the Hedgehog Comic series!! She only wearing boots and a blue waistcoat. So, she ... is... NAKED!!! O.oShe has only her fur that hide her ... O.o

Yep, fur to hide her vagina
Tip: On animals, especially on cartoon furries, fur acts as clothes so no one can see their privates, so, the private part is completely invisible (unless you shave of ALL their fur, that is).
