It could be banned without some way for an opponent who isn't playing red to recover from this ability. While I don't like cards that screw over certain colors as a rule, I'll get my head into this one.

For starters, it's worded un-clearly. When a red spell is cast, does the effect end only for the targeted permanent, or for all? "This effect" refers to the original tapping of everything, yes? "They" would all be affected by the last part of the ability simultaneously, yes? What it needs is a way for each permanent to look at itself and tell whether it's being affected by the original ability, or no longer. Try this:

"Tap all permanents and place a frozen counter on each. They do not untap as long as they have a frozen counter. When a permanent with a frozen counter is targeted by a red spell or ability, remove that counter."

That leaves the fact that this is a clear game-ender for anyone not playing a red deck. There should be a saving grace built-in, at least. Consider the theme: He freezes everything on the field. Frozen things do eventually thaw by themselves. What if it added 3 frozen counters to everything, and said "During each upkeep, remove a frozen counter from each permanent." If you do that, then Cirno would need to remain in play after the ability is activated. He may freeze himself instead of dying.

If this was a Real Card, Cirno would be banned, But hey someone for 9 Mana would be Powerful.
