this pokemon came into existence from the souls of sailors latching onto drifting seeds and becoming trapped. they are trapped at sea by the ocean currents. the souls seek the land but can never reach it. they appear to control the currents because people will pull them towards the shore only for them to be swept away as if they are fighting with them selves.
