no wait! I remember the foot note better now.
Though the buying and selling of people was illegal in the empire as it was considered slavery there were many Sparks (colloquial term for mad scientist with that extra special gift of being completely crazy and yet can bend the laws of physics) who would pay good money for "Laboratory Volunteers"
