Trying my darndest to recreate this Pokemon fusion of Dragonair and Magmar. I just can't get the face right. Any advice would be much appreciated, I'm attempting to make a cross stitch pattern of this beautiful sprite.

Update: I realized some of the pixels are layered on..... Maybe I can make a separate face pattern and layer my cross stitches or even embroider the face on.
