Actually it's a stupid thing: I used the brush that I usually use for Albion sprinkles, but without having different rotations, then I used the Motion blur c:

If you know how to make PS brushes, simply create a brush with a rectangle shape, then use the option to increase the distance between each "stroke" and then the option to scatter it :3 Otherwise I can pass you the brush, if you want XD
