This is Marina from the old Gerry Anderson puppet show Stingray. WASP (World Aquanaut Security Patrol) protected the oceans and seaways from enemies from the surface and below the seas. The main villain was Titan ruler of one of the fish face Aquaphibians and he captured Marina, daughter of a peaceful human like mer people. She helps the crew of the supersub Stingray escape and joins them on their adventures. She never speaks. It appears hat her entire race is mute and talks by some form of telepathy.

While never do wells are attacking WASP and the Stingray again
