Now, this is going to sound really strange, but... your water is amazing, I just want to put that out there. Like, water is freaking hard. xD However, it looks off here, because it's coupled with the soft-shading you did on Korra. Like, for the Avatar cel-shaded animation style, the water looks great (seriously, where did you learn to color water like that, is there something you're not telling me? xD), but because Korra isn't colored in the same cel-shaded style, it looks a bit out of place. So it's either like, you should sharpen up the shading on Korra, or you should blur the water shading like you did with her in order to make it look softer, too. Otherwise you have these consistency issues.
But yea, it's really good! ^^

Hahaha. Well, this tutorial helped me get the shape right [link] and I took a few screencaps of the fight in episode 118 to use as reference for the shading and stuff. x)
Hmm. You're right. I guess I'll tone down the blur on Korra's shading then.
