Nahh Buuhan is the strongest form there is a reason why Vejita and Goku had to fuse into Vegetto think about it Kid Buu had having some difficulty with SSJ2 Vejita and that's a problem there hell even when Goku and Vejita where in Buu's body Goku said himself in the manga and the anime even at Super Buu's base Goku was scared he said not even SSJ3 would defeat him they would both die if they fought Super Buu

Kid Buu is his most powerful form. If you'll remember the episodes of DBZ, the elder kai mentions that absorbing the Kai's actually weakened him. For reasons only Kid Buu knew, he absorbed the Kai's despite being far more powerful than they were. This is proof positive in the case with Fat Buu, as he is Buff Buu with the Grand Supreme Kai absorbed, which has weakened him even further.
