Eh, he served his purpose and was meant to be different from past villains. I mean, there's no set formula for evil forces to abide by and Twilight's test along with the empire was the main focus.

Personally, those who dislike Sombra let themselves be disappointed since the staff never said Sombra was going to be like all the past villains in terms of personality. Of course, that could happen to anybody. They don't have to be the hammy, talkative evil forces and Sombra's more of less talk, more walk kind of contender (the phrase "Why don't you just shoot him" comes to mind).
Still, if this kind of evil character isn't your thing, that's fine.

The lack of expression/screentime whatever doesn't bother be with Sombra. I like him as he is.
The "feel" of his personality, however, (to me) is a lot stronger than the other villains, because he comes across as just plain EVIL. His castle is full of evil tricks and traps, he wants to rule with an iron hoof, and everyone he subjugated is soooo depressed and downtrodden. Evil just oozes from the two episodes.
Sure, the other villains so far have been awesome in their own ways, but to me none of them scream "Evil" like Sombra. Discord is doing it for fun, Queen Chrysalis is more selfish, etc. But Sombra is just plain bad news ^_^
