Kingpin+Two-face=Scarface
Wilson Dent grew up in abusive household like many other criminals. His father persuaded him to join him in his criminal ways but Wilson's mother wanted him to be a lawyer. Wilson followed in his father's footsteps, commiting crime until he finally graduated from law school, by buying his way with stolen money. During the peak of lawyer career Wilson served the side of crime for longer time despite wanting to serve the law more. One day while protecting a witness from Salvatore "Hammerhead" Maroni the crime boss sprayed Wilson with acid in attempt of assassination and Wilson was permanently disfigured on top gaining split personality.

Penguin+Owl=Hoot
Oswald "Oz" Owsly is a bird-like criminal who came from the upper class. He was bullied for his "birdy looks" by other children and his mother pressured Oswald from the cold to wear gloves and umbrella so he'll be safe from cold rain. After her inevitable death, Oz inherited his mother financial business, becoming a financier himself working for the criminal underworld as a kingpin of crime and a broker, under the pseudonim "Hoot."

Side note 1: So the idea of Kingpin+Two-face has been swirling my head recently, RobertMacQuarrie1 made an argument these two fit because "both are n the same level of infamy." His arguments fall short with this one because Two-face is overshadowed by the likes of Carmine Falcone, Black Mask and even the Penguin who kind of fit better for Kingpin. BUT, Two-face fits Kingpin in other ways, for once both their names have matching number of letters, both are "control freak" type mafiosos and finally, what better way to rival lawyer by day Oliver Murdock than with making his number 1 enemy an ex-lawyer who struggles between controlling law and crime in Pentagon City?

-The design was hard to make so I went with their live action counterparts in MCU and Nolanverse with original Two-face split suit, figured it'd be more visually appealing than RobertMacQuarrie1's bland Harvey Dent suit.

Side note 2: On the other hand merging Penguin with the Owl was rather simple, both are bird-based villains who keep low profile but are none the less notorious in criminal underworld especially considering both are supplier/brokers for other criminals. Also to that Penguins high class fits well with Owls financier status.
