Here's how I do it.

I use a 2H Lead in a Mechanical Pencil.
Then after I get the desired picture planned out and sketched,
I scan it and then I open it up with Adobe Photo-shop.
I make it into a PSD Layer and then the "real" fun begins, separating layers and coloring them.

Next: Choosing the background color and then lighting it.
(I really should or could make a tutorial)

After I'm done lighting the background layer, I then move onto coloring the floating bombs,
(Or floating items)

Believe it or not coloring Gir and the fish and the floating objects is simple, (very simple) I just use 2 different shades of the same color.

There are 9 layers in total counting Gir and his fish, then the floating objects and even the bubbles too.
