So I've been working on Slutty Bitch Warlord of Terror / General Tsukiko (formally Tatarime), evil magical clone of Princess Yuzuki.I've had problems developing this character's look and background for a while, hence why I've never done a wall of text storyline for her.
Keep overthinking her. Focused more on the outfit for this drawing and didn't make her boobs as big as they would normally be.
So what do you think, too much purple or does the giant grapes work for ya?

Perhaps her boobs look smaller because she wears one of those chest-wraps. Sarashi I think it's called? And the chest-wraps can only squish them down to a certain degree. Or a sports bra. That could be part of her technique. "I have defeated you because I have removed the distracting jiggle! My center of gravity is stable, and superior!"
Now I'm imagining a battle where her top gets torn and her boobs spring out like party favors, or inflatable emergency rafts. And then her fighting style suffers, because she keeps overbalancing and smacking herself in the face with her own boobs. The next encounter, her chest-wraps/bra have increased durability and her technique has changed to defend her clothing. But that only works once -- the next time our heroes tear her kimono, they discover she's been training to use her boobs to increase her momentum to frightening levels.

Hmmm... I like that. I would need to draw her boobs differently to make them look a little more squished but that works.
The change I would make to that is Tsukiko is only faking her off balanced fighting style.
A little story background I've been playing with.
The General often wonder outside of the lands of her queen, looking for worthy opponents or just a fight to keep her
skills sharp. Tsukiko will have her hair done and wear a beautiful kimono and pretend to be an aimless rich girl wondering
down roads only the brave would travel. Sooner or later bandits may appear to rob her and Tsukiko would reveal that is is
not unarmed. Her magical weapon is called Ebon Steel: the Black Blade of Womanly Justice, which normally looks like a small
decorative Tanto dagger about 11" long. This always causes bandits to laugh. Tsukiko hapless swings her blade at them acting
like her breasts are getting in way, perhaps even a boob may flop out of her kimono added to the act that she is just weak and
unskilled to throw off her opponents, especially horny male opponents. This normally lured the bandits into a state of overconfidence.
Once Tsukiko has them were she wants them it's then the truth of her magical bosom and magical sword will be witnessed.
Just as Princess Yuzuki (SMNP), Tsukiko boobs are as light as a feather comes to her movements. The more she moves, the lighter
they feel and they bounce or squish out of the way easily with the slightest arm movement when she needs them to. Tsukiko's
blade, Ebon Steel can transform into multiple katana blade types and sizes like the her oversize Odachi. She goal then is to see
how many she can kill with a single blow and how quickly she can kill them all.

Okay, now that I know she can control her boob-movements I'm imagining her with weaponry attached to them, like deadly tassels. Just strap on a katana to either one. Or a manriki-and-kama/sickle-on-a-chain combo.
Or she could be like a sexier Doctor Octopus.
Maybe that would be her final form, after someone fires an expansion ray at her. "Ahahaha now your bosoms are too large to move around with, let alone battle! Wait, what are you doing? Eeek run away!"
"Fools! My superior pectoral muscle-control gives me advantage on the battlefield! Quake in fear from my weaponized booby-dance!"
