Not meaning to be offensive, but her cape kind-of reminds me of that a vampire from the VHD universe would wear (while I'm sure that that is the way it looks in the anime, just blame my wild imagination for this one, lol ^ ^;;; )
Aside from that, this is a beautifully drawn picture of Queen Millennia (with every fanart I see of Yayoi Yukino, I wish I could see the Queen Millennia anime, and bemoan the fact that the companies that translate anime from Japanese to English will probably never touch this show again ; _ ; )

No offense taken, I don't really know if the cape was like that, or even if looked a little like that, or if she ever wore a cape at all
