I was kinda wondering what that was about, since America doesn't have them. We just have the three strikes policy.

Ah...when a learner (L) driver passes their test, they become probationary (P) drivers here. After some period of time, a (P) driver gets to move on to a full licence. (L) or (P) signs are attached to cars.
Aside from the usual demerit point system and other penalties for driving offenses, a driver on (P) plates may have the period that they have to wait before they can get a full licence extended if they break the law. So some reckless drivers are stuck on their (P) plates for years.
