Here are some Tips about Shading that may help you.
I used Paint Tool Sai Ptogram for this Draw...
You can do it in 4 easy steps:
First of all add a basic color
2: choose the zone you want Shade Β and add a darker color.
3: Blend it using "Water Color" Tool
4: add a new layer in Shade Mode, with 23% of opacity, Pick the Basic color and paint the same zone in which you add the Darker color.

This technique would be an improvement, yes? I could translate it to Photoshop easy, though I'm afraid that won't be the case for your fantastic line-work. Does some kind of tool or program exclusive to Paint Tool Sai help to achieve that outstanding look?

Yes it would be so
well for the linework I made some sketches and after I used Vectors for drawing the line clearly way without messing around... I think there isn't a huge difference between photoshop and Sai, I mean... both of them allow you to make a good work like the one I made, and I guess some tools are the same or similar, they may change the name
I like really much SAI program because even though is hard to learn makes you work easily

oh it' s a very good work.. by the way the eyes are perfect you just need to add some Light for making them a bit more "realistic" and for the body as you did with the eyecolour do the same with the body.. just add the darker colour on the basic color but not so much otherwise you can't see the effect.. it should be just a Line and blend it for make it soft (but not all just where there is the confine with the basic one). after all you add the Light/shade layer and do the same but not blend it...
Oh and I want to tell you that tomorrow I want to do a short video tutorial about shading and coloring so if you want I can share it to you maybe it will be more useful because it's a bit hard to explain it without practical example ... it would be hard for me too to read it and trying to understand... maybe looking at the Images tutorial that I sent to you it's better but.. I dunno... the work is good.. you just need more practice ... overall I did the same... I made that draw sooo much times for make it good x__x so dont worry
