Will: The keeper of the heart, she possesses the energy of the four elements, therefore I decided to draw her in the Avatar clothes (Korra)

The artist probably felt that since they are the mext generation of guardians it would make more sense to draw them in Korra's time period. While Narissa and Haylin's grandmother were the previous ones (aka last airbender's team avatar) where a few of them are sprinkled into the current show to be wise mentors helping out the next generation here and there. Like how Katara is very motherly and helps Korra out (especially with her rehab in season 4) while Yan Lin is always there for her granddaughter whenever she needs her. And that outfit is the standard outfit for the air benders at the end of Korra so it only makes sense to draw her in it.
