Oh GOD, I thought I would be trapped under that rubble forever...The second I saw daylight slipping through the slightest crack ad I heard the shifting concrete,
my heart jumped with hope.
Then I saw it, the thing that saved me, and I prayed to God to let me be crushed to death.
Not a witch, anything but a witch...
It saw the terror in my eyes, and said, "Welcome back to hell, let's have some fun!"
What I saw that day I will never forget,
it is burned into the dark side of my eyelids...
I wish to God it weren't...

She does have arms, they are under the coat.
She is an experimental combat psychic, and it was found that because of her psychic she is very easily overstimulated, resulting in her not being able to control her abilities.
So a harness system to keep her arms in place and a coat to cover most of her body was found necessary to help her concentrate,
This allows her to easily control her giant puppet pictured behind her, and do other things, while not accidentally ripping her squad mates to shreds.
Sorry for the long answer to a simple question, I am trying to put together a comic and she is one of the potential characters.
