Well that is a very general question, but maybe I can point you in the right direction. First of all I suggest you look at the following link ----> [link]
It contains pretty much all of the basics as far as stamp-making goes, includes some great examples, and even some great resources and templates :3
As for my stamps specifically I've been relying on pixel art to make them, so I suggest you take a look here ----> [link]
These pixel art tutorials have been immensely helpful to me.
