Yes and no. Blood was created when she was cloned from Bethany's cells, but Bethany was a very normal human girl. Blood shares almost nothing with Bethany outside of appearance.

When her father tried to clone Bethany after she had been killed in an experiment gone-wrong, negligence and genetic tampering resulted in the birth of Blood. She looks like Bethany, she has her memories, but she is not her. Her personality and intelligence are far from the innocent girl we see in this pic. Also, as far as visible differences, Bethany has blue eyes, and Blood's eyes are red. Plus, Blood tends to wear things more athletic and costume like.
