okay after seing loish's amazing painting I think it's a good pratice to use her technique. So here is an OC without originality as she looks like Hermione/Elphaba/a commun witch but let's say it still was fun to do.You can see the references and the steps here:

For me she's a bit like young Granny Weatherwax from Terry Pratchett's books. (: Such impression was born because of her serious cold look but, in contrast with his character, yours isn't so imperious.

i don't know but i think i may be the only person who agrees that it looks like Hermione/Elphaba.
I can see the resemblance in Hermione from her hair; and Elphaba in the hat and her dress if u look closer.
but now that I look at it, it kind of looks like one of my OC's (Scarlett Lily Potter)with the hat and hair and Scarlett would probably wear an outfit like that even if everyone made fun of her because of it. But she would give a crap what people would say. Cuz she's just that freaking awesome!!

Je ne traine pas très souvent sur ce site, mais quand j'y suis c'est un vrai régal de tomber sur des traveaux comme ceux-cis.

Wish I had a hat like that, my own keeps falling off my head in the wind, and the only bloody way to keep it on my head is to either add an iron weight, or in the case of one particularly heavy rainstorm, the rain itself will weigh it to your head. Never get the stupid hats from Wal-Mart. -_-
That said, these hats are all sorts of useful, especially if you want a nice hat to break the wind, or keep your eyes shaded, or just plain take a nap with it on.
As for the technique itself? Well, it looks terribly realistic, though the subject does not look happy to be painted

I have your same problem with my witch hat >.> Though I sewed mine, so I blame the stupid pattern. Who in the word did they think had a head small enough to fit in the head hole? Maybe a little kids, but definitely not mine.
If I ever get up the urge to perfect the pattern, I'll send it to you if you like

I believe she's actually just referring to Loish painting with the pallet of a classical painting.
However if you visit Loish's FAQ and her blog you can find some speedpaints and the like.
