Once I had the foreground finished, it disappeared in the depths of my HD because I could never decide on what to do with the background. Not sure if I am happy with how triste this looks, but I figured Pippa deserves a little spotlight for now.

It's a wonderful piece and I love your work, as always, although I see what you mean by wanting to do something with the background. Maybe you should try experimenting with some background ideas here and there for a while and see if you find something?
Personally, I'd suggesting a wave of blue racing down from the top right to the bottom left behind Pippa and the carousel horse set to a very low opacity so the tint is there but it doesn't dominate over the background as is.
