Depends in what world they are, in Smaugs universe the laws of physics allow him to exist as well as the dragons from dreamworks, in the HTTYD universe the laws of physics don't allow Smaug to be exactly the same, he may be to heavy to fly and he needs gas in order to lit his flame.

Well anyway I dont think the Bewilderbeast IS a dragon, to me its a behemoth of a frost salamander, terrifying and mysterious.

Just because they cannot fly and shoot ice instead of fire doesn't mean that they are not dragons.
