Man! Finding anything about this guy is nearly impossible. Had to watch the very few episodes where he appears and take screen caps for reference. I feel this is the closest that it will ever get in terms of fanart. And that's considering the fact that even in the anime, his appearance is inconsistent, from episode to episode, for the few seconds he's in.
Mijorin or Migoren. I am not 100% sure of the name's correct spelling. He's a good boy for sure!
