Not quite though...you see, there are quite a large number of blond, clueless protagonists (there are also many of the dark-haired brooding "cool" type) in Japanese pop culture. So some dubbed them "recyclable characters," kind of like a stock character (remember that from English?)...except not really. But that's an analogy for you. ^^
