It might be cosplay, depending on how the person chooses to wear it. If she treats it like a costume rather than a fashion or hobby, then it's cosplay.

i know this post is old, haha, but this picture is of the designer of the dress, Maki. she's the co designer for angelic pretty. this dress costs about $300 alone, and angelic pretty has stores all over japan which sell similar dresses for similar prices. so trust me, she isn't cosplaying XD
