1st, like all Power Rangers, both canon and fan made, The Pokéball Green Ranger is wearing a helmet.  So the face detail you see stays the way it is, thus the mouth piece of the helmet doesn't move when he talks.

2nd, The Pokéball Green Ranger doesn't really have one eye.  Every Power Ranger has their own unique visor shape and design and the one you see on the Pokéball Green Ranger was what I came up with for him.
