This was just a practice for the Ice beam attack that I will have my Anthro Articuno do. I came Across a tutorial online that teaches you how to do things like this in Adobe Photoshop and it was pretty fun to do.Was done in Adobe Photoshop CS3 Extended, Time Taken to finish 20 min.
