I was trying to add reflection from the Commissar and Guardsmens armor. Dunno why I added highlights to the Commissar at all, seeing how black is supposed to absorb colour. Seemed like a good idea at the time, I guess.

Problem with this is that there wouldn't be blood from an energy weapon.

The Basalisk was a unit in Dawn of War: Winter Assault.
Also, as a rule, I edit the effects into my shots, but the models and map are all ingame. The embers, smoke, lightning, these are the work of GIMP.
