I suspect it's partly because Ookami doesn't get much screen time, compared to some of the other characters.  Limited screen time means limited character interactions, meaning limited opportunity for character development.


For what it's worth, though, I think Ookami looks cool in casual clothing. It'd be neat to see all the characters in casual attire, even the less-featured ones.
