I call it an animated pic or GIF XD Since it's neither like page doll (TNM-Rin-003 ) nor pixel art.
How to do it? There has many methods but the easy one is:
1. Draw a mini pic (I use 250x250 pixel for the basic but re-size it to 150x150 later) with Photoshop or Clip Studio Paint (SAI would do too)
2. Just like making anime...Drawing many layers of the same pic with little change of movement. For an example; closed mouth -> little opened mouth -> opened mouth
3. Making it to GIF file (automatically run -> animated) in Photoscape or Clip Studio Paint (Animation). It means you have to put all the pics together and let it run -> moving pic is created.
4. Save as .gif

All of this to me sounds complicated, because I'm not very good with computers. But thank you very much for sharing this with me. Who knows maybe in the future I will give it a try. ^^
