Well, I guess the effect stand outs when the original colors of the pictures have a huge contrast between them. In this one exactly I enhanced the shadow/brightness after converting the picture into B&W via the destaurate option, then further enhanced the blurred BG via the burning tool.
National Geographic, well thats huge, lets just say I m stepping on the ladder slowly
