Cerberus is a Liepard

Stripes is a Blitzle
Frisa is a Simisear
...oh..yeah...I have som,e other Pokemons....and.....THey are named after some of by friends OC's CB

You gotta have you DS connected to the Wifi first.
Then and the start screen theres the "Mystery Gift" button.
You click that and let the whole process go through and then they will gift you a "liberty island" Pass.
At Castella there is a ship in one of the docks that lets you board pn when you have the liberty pass.
Get on it and complete it and Victini will be in the light house.
A word of advice when your going to catch Victini.
Have a good amount of pokeballs^^
