The Emblem Editor is on both console and PC versions.

You don't have to buy it on pc, it works also on xbox and ps3. I believe it works on wiiU as well, never tried though...

But yeah you have to buy the game to use the emblem editor.

I'm sure. I've made a few Pokemon emblems and none of them were anywhere near this good.
