Shockwave was actually very loyal to Megatron. He always took whatever orders were given to him, and he quite dispised Starscream. He only teamed up with Starscream when the Combaticons went crazy on Cybertron

Nah, it is meant to be more Starscream. He was always trying to overpower Megatron, even though Megatron would never make him leader. He'd be crap. He's rather have Soundwave as he is also very loyal. Whereas Starscream was going to leave him for dead at Autobot City in the TF film, Soundwave picked him up and took him back with them
