Yes, it's the mayor! I wasn't sure which version of him to go with, but I honestly found that I really liked his design in Streetwise the most. This is likely because it's actually sort of a combination of the best parts of his past designs. I spent the last 3 or 4 hours working on this and I think it's really one of my best works. Definitely in my top 5. Now he just needs to rough up some thugs...or maybe just their cars.
