Today is July 7th in japan and people celebrate the tanabata (the star festival). The tradition is to write a wish on a coloured strip of paper and hang it up on bamboo.

Jirachi is the pokemon said to make true any wish that people desire. So it is common to see many fanarts of Jirachi this day. But Jirachi sleeps for a thousand years! So you can imagine why Rowlet's surprised at finding a Jirachi.
