I don't know if Lillie IS UB-01 but it definitely is connected to her somehow. Maybe the two met, became friends and then UB-01 started to act and look like her.Β
If UB-01 is actually Lillie then it's most likely taking that form to study humans.Β

I don't think she's the same either. Maybe an alternate dimension Lillie? Maybe an extradimensional entity that took after Lillie?

UB-01 could ALSO be a failed clone of Lillie. Β After all, cloning technology DOES exist in the Pokemon world, but it hasn't been perfected yet. Β Mewtwo turned out rather different from Mew, so what would be created if someone tried to use the same technology to clone a human?

That said, genetic expirimentation lends itself even more nicely. Clone Lillie, alter the DNA, and create a superhuman...or an Ultra Beast.

Technically, it wasn't an attempt to clone Mew. It was actually genetic expirimentation on the fetus ripped out of an artificially impregnated Mew.
It was changed to being a clone of Mew in the anime because the truth was too dark for a kids show.
