Here is my critique.
Overview - This is a picture of a girl in a bikini who is on the beach in a tropical location on a sunny day. The girl is drawn in the Anime style. I decided to critique this picture because it is so well drawn and I like girls in bikinis.
Background - Sky: The sky is very beautiful. It is a sunny day and there are clouds in the sky. The clouds excellent. They vary in shape just like real clouds. The sky has a slight purplish tint. The Sky is excellent.
Beach - You can see the sand and waves hitting the shore. You can see the difference between the beach and the sky. Very excellent.
Fronds - The fronds are OK.
Anime Girl - She is in proportion and that is important. I love the hat and the hair. What are those things tying up the hair. They look weird. The eyes look beautiful; they are gray and I like gray eyes. The face looks beautiful and inviting. The body looks great. There is one problem. The far leg has a thigh that is too large. That is the only thing that I can find wrong. By the way I love the bikini as it matches her eyes.
Conclusion - I think you have done an excellent job. I look forward to seeing more of your art. I really enjoyed critiquing your picture. Have a great day.

actually this is a girl from a game kantai collection where all the girls are ships (she is based in a german ship from the 2nd WW),
so her hair have two anchors in each side, and yes looks a little weird when you are not aware of her character background.

Overall, the picture looks great! It has a clear theme/setting, and the mood is obvious from the expression of the character. However, one way you could make the mood more obvious is through your color/lighting choices. If you made the lighting more dramatic (making the character a lot more shadowed while adding a backlight/rim light), you could make the character stand out a lot more from the background. One way to test this is to use the settings of your painting software and desaturated the whole picture (turning it into whites, blacks, and greys). The area you want to draw focus to should have the most amount of contrast between the whites and blacks, and the general image should have a good balance between dark greys and light greys.
