(Luminous Stones- they don't formally exist in the main series games, but every evolving place in the PMD games has a Luminous name, so for pokemon that don't evolve with an in-game stone [i.e. a Fire Stone or a Shiny Stone] evolve with a Luminous Stone in the Outlanders universe. You just gotta be strong enough and the harder part is Finding a Luminous Stone, which are very rare)

That mission Kate describes sounds like an actual bandit hunt: not your usual "go here and defeat him" but something that would make much more sense, tailing him, cornering him...
