I don't think that's what they meant. I know I enjoy history more after watching Hetalia, I just automatically think of the characters when I hear a country name mention and the facts I read go in a little bit easier than it did before I watched the show.
I think THAT'S what people mean when they say "Hetalia helped my history grade" or "Hetalia makes history fun!" Not that they learned things EXACTLY from Hetalia... Though I did pick up a few things here or there from the show. (But that isn't to say the show is intentionally educational, because it isn't. It just stands a better chance at teaching you something because of what it uses as its base.)
