While the response is long, I feel that this comic is so rich in meaning that I feel it deserves a great deal of analysis. I wish the Wisecrack channel on YouTube would do an episode on this comic. It would be fascinating!

Political interpretation of the comic in light of the EU crisis

While I do not believe the author did so purposely, this comic actually makes a great allegory for nationalist movements of pride versus socialist movements of collective actions in response to crisis in society.
This could be interpreted as a allegory for political arguments during the interwar period and for modern Europe. While Nationalist forces across Europe and the United States advocate for pride in the people and the nation, socialist movements across the developed world (and in some other regions, including china and Russia) put emphasis on the security of the people. This is reflected in Socialist works in the period as the emphasis on food and industry (represented by the hammer and the sickle) represent empowerment of the workers.
The blue robot leader could be interpreted as an allegory for socialist movements who advocate limiting certain freedoms (mostly economic) for a collective good. The main character of Heart could represent the capitalist (especially US) belief in markets and personal freedom. The blue tape represents both the democratic party in the US and the blue of the flag of the European Union, which represent the restrictions on economic freedoms that come with collective (socialist) society. Heart responds to this "bondage" of economic freedoms by declaring her support of "conquest". This could be a reference to the American dream (economic progress) or could be interpreted as nationalist sentiment in response to poverty. The fact that the women are dressed and expected to act as "maids" imply working class status. The poverty and lack of a social safety net during the depression years inspired both nationalist pride and socialist movements.
In response to the problem of poverty, the "bell- maids" trade personal economic freedom for economic security, as noted when one of the maids noted in the last comic the lack of a safety net in society. Whereas Heart and some of the other maids view the blue tape and the respective bondage as an assault, the bell maids view it as a reasonable alternative to engaging in destructive pride or other types of ambition (both economic and political), which is referenced when Heart talks about "conquest", and is what the maids are referring to when they talk about megalomania.
In modern Europe, the financial crisis has revealed a tension between two major aspects of Europe. The social safety net (both in terms of the welfare state and in international bailouts) provides a great deal of protection for the populace and helps bind together nations to have people across class lines to form a unified society. However, the unified nature of these societies (especially in Eastern Europe which has traditionally had a greater deal of cultural homogeneity, such as Poland) also presents an exclusionary aspect. When a community is formed, outsiders to that community are treated as lesser members, leading to discrimination (such as immigrants from Syria are often treated). This is represented by the blue encasement of the maids under a power blue robot (which could be a metaphor for the EU). The bears could be symbols for immigrants, as they are isolated from the rest of the community (as Muslim enclaves are often isolated from the rest of European society) and are often mistreated or ignored (such as when the blue maid ignores the concerns of the bears for programming or hit the bear to get the maid), and are expected to be of a "lower class" (such as when they are expected to serve the blue robot). Heart's thoughts in the previous two strips could be considered the libertarian objection to this arrangement, noting that power is overly concentrated and allowing for little freedom (with the blue robot ruling with absolute power and physically and mentally controlling and conditioning the maids). The bell maids counter argument is that the ambition that comes with freedom comes with abuse that comes with a lack of safety nets and a lack of concern with the impact of ambition on others. This is reflected with Heart says she wants "an epic conflict" that draws other people in, noting the negative impact the Hunter's ambitions may have on others. This "conflict" can be seen in modern nationalist movements in the US and Europe such as the Tea Party and the rise of the UKIP and National front parties, which tend to be more libertarian on economic issues and promote national pride at the expense of "outsiders" such as immigrants. The bell maids reference to the "luxury of following her dreams" is a note for Heart to check her privilege, noting that in a free society that not everyone truly has equality of opportunity due to differing life circumstances, as noted near the beginning of the comic due to Heart's unfair treatment at the radio station and the bell maids lack of opportunity in their former lives.
An interesting solution is presented in this comic as the enlistment of the bears by Heart could represent a combination of libertarian economic values and pro multi- ethnic values. This is emphasized by the bears when they note that is unusual for bears and maids to work together. Hence they much suspend their "programming" (a metaphor for cultural values) to work together with the economic libertarians to counter the power of the blue robot. However, they may have different motives, which presents an interesting opportunity for conflict.

I really like the sort of analysis and critique of the characters that you are accomplishing through story telling in the past couple pages. often times such subtle self-examination within text is something that is often missing or forgotten by story writers, and even fewer manage to accomplish doing this effectively. Excellent job as always, now let's give it a few touch ups on the arts.
