Well, the Pokédex states it as the "Fire Mouse" Pokémon but the earlier generations are all a little bit more of a stretch. So it seems like Game Freak simply noticed they kind of followed that pattern by accident and then starting doing it intentionally, which is why the connection is more obvious later on.
