The Himlico Class design was a direct result of the Organian Peace Treaty, imposed on the Federation and Klingon empire in 2267, that dictated peaceful expansion within the prescribed zone of their (Organia) influence. Starfleet took the position of needing to demonstrate Federation superiority in technology, trade and values when presented with first contacts. To that end a dedicated team of engineers, scientists and diplomats would need to be available to engage with any new races almost at time of discovery.

The Himlico Class was rushed into service utilizing many design aspects of the Constitution Class ships (the premier class of the era). The primary hull was slightly increased in volume with the secondary hull merged into it. Additional space was provided by a third hull section attached in the manner of the day via a ventral hull boom. These ships could exploit any new contacts quickly.

Five ships of this class were constructed with only 3 ever seeing any service. The introduction of the Excelsior class cruisers, which was far superior in all aspects to existing Federation designs, was able to incorporate the role into it's mission profile.
