But if I had to guess, I'd say Fiona was just badly hurt from something, and Tails had been helping her recover and such. And through it all, his crush was relit.

I don't ship Tails with Fiona, but still, I can't say they can't make amends, or anything.

In a way, it's both, but unimportant to the fact that Tails and Fiona are happy as a loving couple together. Very kind of Tails in how he places his hand on Fiona's forehead and kisses her gently, only to join her for a snuggle. Am curious about the context, considering that Fiona is unaware of the situation. Whatever the case, the finale is heartwarming and uplifting in the continuous love shared between the favourite Mobian fox pair.
