This is Damian Wayne from the comics (the current Robin). He is the son of Talia and Bruce Wayne. There was a flash forward story in Batman #666 that showed Damian as the future Batman and this is a take-off on that vision. I originally had his costume a little closer to the one depicted in Grant Morrison's future tale but made it a little more traditional per request of the editor of the fan fiction stories in which this version appears.

Yep. Currently in the comics he is the new Robin (just a kid) but there has already been a flashforward showing him as Batman in the future.
